If you get this error while trying to connect to the mobile internet stick Error 711: Cannot load Remote Access Service Connection Manager. Check to make sure that the following services are not configured to Disabled.
Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager
Secure Socket Tunneling Protocol Service
It only took two days (part time, of course) of messing around to determine this!
